On June 1, 2021, the California Contractors State License Board (CSLB) will begin accepting applications for a new classification of license holders – Class B-2 Home Renovation. The CSLB will continue to offer the Class B General Construction License classification. The B-2 will be available to those whose primary subcontracting activity is to work on existing homes with residential wood-frame structures that require at least three trades or unrelated trades for a single contract. Governor Gavin Newsom enacted Senate Bill 1189 on September 30, 2020, adding this classification.
The Class B-2 license will allow those who are currently working on renovation and home improvement projects, but who do not have the experience required to qualify for a Class B General Building License, having not the experience required in carpentry and rough joinery. According to the CSLB, to qualify for the Class B-2 license, contractors and applicants will need at least four years of work experience in at least three trades or trades for home improvement projects. As with other classifications, entrepreneurs and applicants can replace up to three years of the experience requirement with qualifying training. Entrepreneurs and applicants will also be required to take and pass the required law and B-2 exam, as well as comply with any other licensing requirements (e.g. obligations, insurance, fingerprints, etc.).
According to the CSLB, the class B-2 permit has the following restrictions, in particular that the holder will be limited to working on existing residential wood-frame structures and will not be allowed to:
- make structural modifications to partitions and load-bearing walls;
- install or expand electrical or plumbing systems, but may make modifications to existing systems (for example, install recessed lighting or modify plumbing for two shower heads); Where
